Story
It's been five generations after the first war between Samurai and Shinobi. The five villages were founded shortly after and there has never been a war between them. Until now, all five villages have been off limits to the outside world, however the gates have been opened and ninja were allowed to travel between. But suddenly, kage are falling ill and no one knows who's behind it. The Hokage and Raikage both lie in comatose state, awaiting an answer as to what put them there.

Range:1 meter from target to be sealed. And touching where the seal is placed
Duration: Depends on target it can seal a tailed beast for over a decade.  Seal can be held up indefinitely with the key.
Hand Seals/Charge up: 5 hand seals
Description:The Four symbol seal can seal any target into a human or object.  In order seal larger targets or more powerful ones such as tailed beast Eight trigrams must used, which is two four symbols.  Anyone who has the four symbols will be able to use Eight, if they are a Master sealer and an Uzumaki or have learned from one.  This will cost an S rank amount of chakra plus the continuation chakra for S rank jutsu. The sealing process first begins by summoning a ceremonial alter.
When the jutsu is activated by placing the seal on the a surface: The target to seal will become an intangible mass of chakra that will be sucked into the seal.  If the seal is placed on something with the capacity think such as person then they can interact with whatever is sealed inside them.  Although whatever was sealed will be restricted by whatever medium their subconscious comes up with (Chains, cage, ect).  A skilled Fuinjutsu practitioner can place the seal so that what is sealed can leak out or completely shut it away.  Whatever is sealed can be viewed in a inner subconscious world accessible to the person with the seal and those with special jutsu, such as a three tomed sharingan user.  A skilled Fuinjutsu user can also place a trap to activate when attempts remove the seal made.
Weakness:If sealed inside a living being they can remove the seal of their own free will.

Name:Suiton: Daibakufu no Jutsu - Water Release: Great Waterfall Technique

Description:This technique extends water over a large scale, surges and rises up to several dozens of metres high. Then it streams down to the ground in one big cascade, much like a gigantic waterfall. In doing so, it resembles a huge wave, with tremendous power that can hollow out the ground. What remains after that technique's utilisation is reminiscent of no less than the aftermath of a natural disaster. This is a considerably advanced ninjutsu, and activating this technique requires a fair amount of chakra.

Hand Seals/Charge up: No handseals, though clones may be needed.
Description: A technique developed by Minato Namikaze, the Rasengan is the pinnacle of ninjutsu's "shape manipulation". It was originally developed to be fused with an elemental affinity, so that a powerful and very versatile technique could be employed in combat. This technique requires fine chakra control, for the user focuses a large amount of chakra into the center of his palm while simultaneously spinning the chakra, giving it the Rasengan's rotational effect. The Rasengan grinds to whatever it comes into contact with, inflicting a severe spiral-shaped wound to enemies and sending them flying back a dozen meters, drilling a crater on the ground in the process.
Weakness: Need Ninjutsu Mastery + 800 WC Training to use this technique without clones. Ninjutsu Adepts would require the use of clones to utilize this technique.

Description: The user allows up to ten chains to sprout from the ground and rush towards a target. The chains have spears at the tip of them as sharp as B Rank blades. These chains can be used to bind a target. These chains cannot be broken, unless the target has Taijutsu Specialization. However, while a target is in the chains, the user cannot attack them.

Hand Seals/Charge up: How many seals does it take. this can also be in post times.
Description: This technique molds the user's chakra into chains which emerge from their back. After burrowing into the ground, the chakra chains erect a dome barrier of the highest caliber which prevent anyone or thing from neither entering nor leaving the perimeter defined by the chains. The barrier also will extend underground preventing escape or outside reinforcements to come in. The chakra chains will remain attached to the user and can be used to wrap around the target and bind them within the barrier the chains shot from the back and after burrowing into the ground, after which they would surface and criss-cross multiple times over the target, after creating the barrier.

Weakness: Chakra mainitaing cost, and once inside the barrier the target and the caster canot leave the barrier

Name: Formation of Ten Thousand Snakes

Description: With this technique, a countless number of summoned snakes crawl out of the user's mouth and sleeves and hunt down the enemy. With such overwhelming numbers, a true "wall of snakes" is formed, making defense and evasion meaningless. The enemy can do nothing but become buried by the snakes. The snakes can bite the enemy with their poison fangs that will cause them great pain and cause their taijutsu/bukijutsu ranks to go down by 1 every 2 posts until treated, and open their mouths to extend Kusanagi-like blades with B rank sharpness, making them even more deadly. Furthermore, when the inexhaustibly crawling snakes gather together, they become a defensive wall, and can block any kind of attack of A rank or lower.
Weakness: cannon but must have snake summoning contract.

Name:Suiton: Bakusui Shōha - Water Release: Exploding Water Colliding Wave

Description:The user spits out a great volume of water from their mouth, swallowing up and crushing the enemy with the advancing surge. The user can ride the wave, allowing them to move at high speed, and attack the enemy, now swept off their feet, without fear of counter-attacks. The amount of water created is proportional to the amount of chakra used; when used with Kisame's enormous chakra, even a dry wasteland can become a small ocean. Afterwards, the excess water can be used for additional Water Release techniques.

In the anime, Nagato seemingly used this through the Deva Path by punching the ground causing water to gush out of the ground instead of spitting it out of his mouth.

Description:The user puts his hand on the surface of a body of water and from the tips of five fingers, chakra is released into the water, changing it into the form of five ferocious sharks. The sharks circle the target with high speed, creating a raging stream that takes away their prey's freedom of movement and their sharp teeth tear into the enemy with each consecutive attack. In the anime, these sharks can regenerate from surrounding water, making them difficult to destroy.

Hand Seals/Charge up: Snake
Description: The user flows chakra through all parts of their body causing it to become noticeably darker, which increases their defensive power to its utmost limits by making the skin as hard as diamond. Furthermore, the destructive power of physical attacks is increased, making this a great all-purpose technique. The amount of techniques that can break through the areas hardened by the Earth Spear are close to zero, excluding its undeniable weak point: Lightning Release ninjutsu. Shinobi with the earth release as a primary element along with mastery in Ninjutsu demonstrate the ability to use this to cover themselves partially (i.e. their hand and lower arm, and the side of his head) without using hand seals, which gives them a significant tactical advantage against ambushes. Although, this technique does have a drawback in that one cannot really move parts of their body that is hardened.

Description: This technique allows the user to eject snakes (max 6) from their wrist or sleeve, usually after a punching motion. The snakes are used primarily to attack from a distance and, being snakes, can inflict multiple poisonous wounds on the victim's body or hold them in place. If bitten the target will have their taijutsu and bukijutsu skill drop by one rank. The snakes can also open their mouths to extend Kusanagi-like blades with C rank sharpness. This technique can also be classified as a variation of the Summoning Technique. This technique can also produce snakes from different parts of the user's body, such as the mouth.

Description:The Water Clone Technique is similar to the Shadow Clone Technique except it creates clones out of water that have one-tenth of the original person's power.[2] Like other solid clone techniques, the clones can be used to perform tasks the user is unable or unwilling to do for themselves. The range of the clone is limited however, as it can not travel very far from the original body without losing control. Like other clone techniques, if the water clones are injured enough they will revert back to normal water.

Name: Earth Release: Hiding Like a Mole Technique

Description: This technique changes earth into fine sand by channeling chakra into it, allowing the user to dig through it like a mole. This effect goes around the body (not just the hands), making it just large enough for a person to move through. The user can pinpoint where they are, despite being underground, by sensing the magnetic forces. They can also sense what is happening on the surface and use that information to launch a surprise attack on the enemy. One can also hide deep in the ground, escaping to a depth where the enemy can't reach. It also appears that after digging, the ground can be returned to its original state, leaving no trace of where the user entered the earth.

 Description: With this technique the user is able to store a variety objects or jutsu within a scroll or other surfaces with the seal inscribed, depending on the user's skill with Fuuinjutsu. While sealing an object takes a considerable amount of concentration for those unskilled with Fuuinjutsu, unsealing an object is simple enough and can be performed on the fly so long as the symbol is accessible to the user and thus making it possible to unseal a weapon in the midst of battle. Sealing in battle, however, is not possible for those who are unskilled in Fuuinjutsu.
Weakness: Seal Marking must be drawn or prepared ahead of time.

Name: Earth Release: Double Suicide Decapitation Technique

Description:The user blends in with water to be undetected by the enemy, similar to the Earth Release: Hiding in Rock Technique. It was shown that this technique is usable even in water as shallow as a puddle, as seen when the Demon Brothers used it to ambush Tazuna and his bodyguards. In the anime, a member of the Nokizaru Group also employed this technique during a mission to retrieve a scroll from Kumogakure shinobi. While leaving concealment, water simply appeared on the floor and rose up, revealing the user.

Description: The Body Flicker Technique is a high-speed movement technique, allowing a ninja to move short to long distances at an almost untraceable speed. To an observer, it appears as if the user has teleported. A puff of smoke is occasionally used to disguise the user's movements. It is accomplished by using chakra to temporarily vitalise the body and move at extreme speeds. The amount of chakra required depends on the overall distance and elevation between the user and the intended destination. (May not attack immediately after or during its use. This applies to all techniques akin to this jutsu.)

Description: Given all the missions ninja are assigned to - battle, intelligence gathering, diversions - this is a priceless ninjutsu. It is typically used to change into people other than oneself, but one also has the ability to change into animals, plants, and even inanimate objects like weapons. This gives this technique an abundance of uses. The transformation of a skilled shinobi will be exactly like the genuine article, so it will be impossible to tell the two apart. On the other hand, a transformation performed by an inexperienced person will have obvious discrepancies. It will be impossible to deceive anyone with it. This is one of the most basic ninjutsu, as such most shinobi know how to perform it. The transformation technique is considered to be among the more difficult E-ranked techniques, since it requires constant emission of chakra while mentally maintaining the form. On top of that, the user would be, most likely, interacting with the environment. This puts mental strain on an inexperienced ninja. Thus the best way to determine if it is indeed a transformation is to cause this strain upon the user; though this is of course not always successful.

Description: Tree Climbing Practice is a training method used to gain more skills with chakra control. This training involves focusing a fixed amount of chakra to the bottom of one's feet, and using that to climb a tree without using one's hands. If the stream of chakra is too weak, the user will lose their footing on the tree and fall off. If it is too strong, the user will be pushed away from the tree, causing the tree to break around the point of contact and the user will fall.

Description: This training method is used to gain better chakra control. To do this, the user has to be emitting a constant stream of chakra from the bottom of their feet and using the repellent force to walk across the water's surface. This technique is more difficult to master than the Tree Climbing Practice, because the amount of chakra that needs to be emitted changes constantly. It has also been shown that one can use their chakra to "skate" across the water surface, like an ice skater, instead of just walking or running. It is noted, that shinobi reach a state where they stand on water without even noticing it or basically even trying.

Description: With this technique, users replace their own body with some other object, generally with a block of wood, the moment an attack lands. This creates an optical illusion, making the enemy think the attack was successful. From this, the user can use the lapse in the enemy's attention to attack or flee from the battlefield. Explosive tags can be attached to the replacement for an added surprise. It's a basic ninjutsu even taught at the Academy, but it's a useful art that can be applied in variety of situations.
