Story
It's been five generations after the first war between Samurai and Shinobi. The five villages were founded shortly after and there has never been a war between them. Until now, all five villages have been off limits to the outside world, however the gates have been opened and ninja were allowed to travel between. But suddenly, kage are falling ill and no one knows who's behind it. The Hokage and Raikage both lie in comatose state, awaiting an answer as to what put them there.

This system is more for Kage than anything else. They will need to study this system and process everything to the best of their ability in order to ensure the survival of their village. They should know this inside and out before long, as they can be kicked from their position for not maintaining it.

Every settlement with more than 4 or more members active within it will be known as a settlement as long as a leader claims it. There are however conditions:

  • Must have four PC chars living within it.
  • These chars cannot belong to any other village
  • Must have a settlement to exist on (land)
  • Must have 200 population
  • Must have a leader
  • Spend 1k Ryo to open village


As soon as a settlement is made, the population will begin to build. Population will start at 200. However, once every month, the seasons will change in the roleplay timeline. A roll will be required during this time, and it will either be done by the leader or staff. the die that will be chosen will be decided by the size of the village.

Population < 500 = Small Village Die (6 Sides)
500 < Population < 1000 = Medium Village (9 Sides)
Population > 1000 = Large Village (12 sides)

This roll will determine the number of deaths during that season. Certain seasons will have more people killed off than others. One season passes every month, on the first(meaning one year passes each 4 months). Population need to be calculated by the 7th of said week, or the Kage may be replaced.

Winter: 20x Dice Roll dies
Spring: 5x Dice Roll dies
Summer: 10x Dice Roll dies
Fall: 5x Dice roll dies

Note: These rolls are done at the end of a season

Income is also decided by how much population you have, meaning to have a higher population is a good thing. However, you will need to spend money to make money. The following is income based on village.

*For each additional 500 population, the village income increases by 1.5k

There are a multitude of things the Kage will be able to upgrade with the village Ryo. Upgrading things within the village means bettering your villagers. For example, should you upgrade the weapons shop, it will be able to make stronger weapons as well as cheapen the price of making them. This applies to things such as jutsu shops, item shops and more.

Upgrades:

Buying Troops
Buying troops is pretty simple. Pricings will be given below.

Genin: 100 Ryo per troop
Chunin: 225 Ryo per troop
Jounin: 400 Ryo per troop

When in battle, naturally Jounin troops are stronger than Genin. Each troop is worth a specific amount of points. Jounin are 3, Chunin are 2, Genin are 1. This means a Jounin can take down 3 Genin before dying, or 1 Jounin before dying. The more troops you have the more likely you are to win a battle. Any remaining troops go back to the village's count after battle. However, you cannot buy more troops than your Barracks can hold.

Buying Population
Buying population allows your village to gain more money over time.

Buying 1 Population will cost you 25 Ryo. This means 10 people will cost you 250 and so on.


Economy
At the end of the season, the 50% of whatever money is in the village total Ryo can be distributed to the PC's in that village as a "Tax Refund". This money does come out of the Village funds and is provided as a sense of salary. Everyone gets an equal share. This means if the village has 1k Ryo remaining, 500 can be distributed. If there are 5 people in the village, everyone will get 100, should everyone have equal shares. The leader get to decide how many shares each category of ninja receive.

How Shares Work:

Defenses
People within a village are free to make their own custom defenses such as iron golems, traps and basically anything you can think of. however these will need to be purchased and will be given a custom pricing from an administrator.

This system is in effect starting now!

All Kage will need to make sheets ASAP. The starting population for the five major villages is 500. Each of the five also starts with level 3 weapon, armor, item and ability shops. Get to work leaders!

I've made a large mistake. Per week was meant to be per season. This will apply to future incomes. Not going to erase old progress. Editng accordingly

Also, for future changed to where the income does indeed come out of village funds so we cant have massive stacks
